Official Notice: NAARC and N’COBRA Barred from Freedmen Reparations Jurisdiction

The Freedmen Reparations Fund Trust (FRFT) has issued a formal public statement disqualifying the National African American Reparations Commission (NAARC) and the National Coalition of Blacks for Reparations in America (N’COBRA) from representing or speaking on behalf of Verified Freedmen in any capacity regarding reparations policy, proposals, or legislation.
As the only governing Trust with the authority to verify and protect Freedmen status in the United States, we are taking this unprecedented but necessary step to ensure that reparations remain tied to the legal status of U.S. chattel slavery—not broad racial categories or pan-Africanist ideology.
Why NAARC and N’COBRA Are Disqualified
No Verification Framework
Neither organization verifies Freedmen status based on genealogy, government records, or documentation. They use broad, race-based identity and invite anyone who self-identifies as “Black” or “African American” into the reparations conversation. This undermines the legal standing of our claim and violates the principles of strict scrutiny under constitutional law.
Dilution of the Freedmen Claim
These organizations support reparations models that include recent immigrants, pan-African movements, and people outside of U.S. slavery lineage. This dilutes the harm specific to Freedmen and opens the door to reparations being redefined, misused, or redirected.
No Legal or Economic Infrastructure
Unlike the Freedmen Reparations Fund Trust, NAARC and N’COBRA do not maintain:
A national verification system,
A Treasury or distribution fund,
Legal protections for land, assets, or Freedmen identity.
They exist as race-based nonprofits, not sovereign legal entities.
Unauthorized Use of the Freedmen Name
They have never requested or been granted a license to use the “Freedmen” classification in any formal capacity. Their attempts to attach themselves to the term are invalid and will not be recognized under Trust law.
The Freedmen Trust Holds Sole Jurisdiction
We remind the public and policymakers that the Freedmen Reparations Fund Trust:
Maintains exclusive legal authority to verify Verified Freedmen,
Holds the only valid infrastructure for status-based reparations,
Can issue or revoke licenses to participate in the Freedmen space,
Represents a protected class—not a racial identity.
Call to Action
We urge:
All levels of government to remove NAARC and N’COBRA from reparations planning, task forces, and advisory roles.
Academic institutions and media to stop citing them as representatives of Freedmen.
Freedmen everywhere to withdraw support and publicly denounce their unauthorized advocacy.
Reparations are not owed to everyone. They are owed to a defined harmed class—and that class is Verified Freedmen only.
