Freedmen Nation to Issue Certificates for American Aborigine Classification

The Freedmen Reparations Fund Trust (FRFT) has confirmed that all Verified Freedmen who qualify through documented lineage will now receive an official Certificate of Classification – Verified Freedmen / American Aborigine.


This certificate recognizes those whose ancestors were misclassified as Colored, Negro, or Mulatto in historical records, yet whose origins trace directly to the original peoples of North America.  The classification acknowledges the lawful standard of community-based attachment under federal law, reaffirming the Freedmen Nation’s standing as an Indigenous-descendant population with verifiable lineage and cultural continuity.

Federal Authority for Community Attachment


The certificate is grounded in OMB Statistical Policy Directive No. 15 (Federal Register Vol. 60, No. 210, October 30, 1995), which defines American Indian or Alaska Native as:


“A person having origins in any of the original peoples of North and South America (including Central America) and who maintains tribal affiliation or community attachment.”


The Freedmen Nation fulfills the “community attachment” clause of this federal definition.  This means that Verified Freedmen, as documented members of an organized and continuously governed body under the Freedmen Reparations Fund Trust, may lawfully identify as American Aborigine—the non-tribally affiliated descendants of the original peoples of North America whose classifications were altered through slavery and reclassification.

Restoring Identity and Jurisdiction


Through this classification, the Freedmen Reparations Fund Trust restores both identity and jurisdiction to those whose families were historically detached from tribal enrollment but who maintained verifiable Indigenous origins.

Each certificate serves as a legal and cultural record, issued under the jurisdiction thereof of the Freedmen Reparations Fund Trust, and supports accurate self-identification on federal, educational, and business forms.


Verified members may now record their race as:

American Indian or Alaska Native

and list their community affiliation as:

Freedmen Nation – American Aborigine

Issuance and Updates


New certificates will be issued beginning next week to all verified members who have completed documentation through the Trust’s verification process.

Each certificate will include:


  • The holder’s verified name and classification,

  • A reference to OMB Directive No. 15,

  • Treasury acknowledgment under FOIA Case No. 2025-FO-00112,

  • The official FRFT seal and signature of the Primary Trustee.
