Economic Sovereignty Declared: Freedmen Treasury Now Officially Established


The Freedmen Reparations Fund Trust has formally executed and signed the Freedmen Treasury Declaration, marking a critical milestone in the creation of a sovereign, private economic system dedicated exclusively to Verified Freedmen.


This declaration officially establishes the Freedmen Treasury as a trust-governed financial body with the authority to issue economic instruments, provide aid, track reparations distributions, and support land and wealth restoration efforts—all outside of traditional government regulation.


“We’re not waiting for permission to repair ourselves,” said Arthur Watkins Jr., Primary Trustee. “This Treasury belongs to the people who were never compensated for generations of labor, land theft, and legal exclusion. This is how we begin—by building our own economy.”

What the Treasury Declaration Does:


  • Establishes the Freedmen Treasury as a private economic institution under trust law

  • Enables the issuance of Freedmen Credit Units (FCUs) to Verified Freedmen members

  • Authorizes internal financial programs: reparations support, hardship relief, entrepreneurship aid

  • Ensures all transactions are recorded in a private Treasury Ledger

  • Protects the Treasury’s autonomy through legal jurisdiction and fiduciary enforcement

Why This Matters:


For over 150 years, Freedmen have been locked out of capital systems and subjected to economic erasure. The Treasury Declaration marks a reversal of that legacy—not through protest alone, but through private fiduciary power.


This is not a donation fund. This is a structured economy—designed, governed, and protected by the people it was built for.

With the Treasury declared, the Trust will begin:


  • Distributing FCUs to eligible Freedmen for reparative uses

  • Publishing internal bylaws and treasury oversight procedures

  • Tracking issuance through the Freedmen Treasury Ledger
