SOULAAN on Record: FRFT Completes Treasury Submission for Historical Preservation

The Freedmen Reparations Fund Trust (FRFT) has completed an important historical-recordkeeping step: submitting the executed Soulaan Autochthonous Identity Classification Treasury Record Filing Packet to the U.S. Department of the Treasury and obtaining official written correspondence identifying the submission.
The purpose was to place our documentation on record for historical purposes—to document what was submitted, who submitted it, and the authorship and institutional responsibilities described in the packet.
The complete 27-page packet, FRFT Record No. FRFT-SOU-2025-01, was submitted on September 9, 2026. Treasury’s correspondence identifies the matter under Case No. 2026-FOIA-01501.
Together, the executed packet, submission history, and Treasury correspondence create a documentary trail that can be examined by our community, researchers, and future generations.
Preserving the Record in Our Own Words
The packet identifies Dwayne Coleman II as the originator and author of the Soulaan Autochthonous Identity Classification framework. It also documents FRFT’s supporting role in governance, administrative coordination, and record custody under the instruments included in the submission.
The packet brings together:
The Soulaan classification framework and declaration.
The executed licensing agreement.
The FRFT governance addendum.
The joint attestation and packet certification.
The internal filing summary and Treasury filing letter.
These materials preserve the participants’ stated intentions and responsibilities in an organized, signed record. They allow future readers to consult the actual documents instead of relying solely on social media posts, recollections, or secondhand descriptions.
Why This Historical Step Matters
Institutional history includes the records we deliberately create and preserve today.
This submission documents the framework presented by its author, the instruments executed with FRFT, and the purpose for which the packet was transmitted to Treasury. FRFT’s own archival record connects those materials with the resulting agency correspondence.
Treasury’s September 29 response identifies the submission and reproduces its stated archival purpose. The same response reports that the related FOIA search located no responsive administrative-handling records. Both the submission and the response are being shared so readers can examine the complete documentation.
The achievement is a documented historical submission and written agency correspondence identifying it. The filing did not ask Treasury to define, approve, or recognize the Soulaan classification.
