Official Response Submitted to the U.S. Treasury Regarding FRFT Authority


This morning, I submitted a formal letter to the U.S. Department of the Treasury in response to their March 17, 2025 request for clarification regarding my original FOIA filing. The correspondence further defines the Freedmen Reparations Fund Trust (FRFT) and its exclusive role in managing reparations on behalf of Verified Freedmen through a legally recognized opt-in structure.


This follow-up response restates key facts:


  • The FRFT was officially declared on March 13, 2025 and notarized.

  • An amendment was added on March 14, 2025, also notarized, establishing a voluntary opt-in fiduciary mechanism.

  • The FRFT does not receive government funds directly, but it lawfully manages reparations on behalf of individuals who elect to opt in.


In this new submission, I requested any and all records, memoranda, emails, or internal policy documents reflecting how the Treasury has evaluated or discussed the FRFT or its declarations between January 1, 2020 and the present.


Why This Matters


The Freedmen Reparations Fund Trust exists to ensure that reparations remain under Freedmen control, with no outside interference, redirection, or repackaging through unrelated third-party structures. By notifying the Treasury and placing our documentation on the public record, we are protecting the right of Verified Freedmen to have their reparations lawfully and securely administered.

Next Steps


The Treasury has acknowledged receipt of the letter but has not confirmed or denied the Trust’s legal standing. They have 30 days to issue a formal reply.
