Fairfield-Suisun USD Issues Formal Response to FRFT and AFLF Regarding Fairfield High School Incident

The Freedmen Reparations Fund Trust and the American Freedmen Legal Fund have received a formal written response from Fairfield-Suisun Unified School District regarding the Fairfield High School incident that raised serious public concerns about student safety, law enforcement conduct, record preservation, administrative review, and public accountability.
The District’s response, dated June 16, 2026, confirms that Fairfield-Suisun Unified School District has received our correspondence and has now provided answers to several of the questions raised by FRFT and AFLF.
This is an important development.
The District identified its legal counsel as the point of contact for future communications. Further correspondence regarding this matter is to be directed to Matthew P. Juhl-Darlington and Nicole N. Mirkazemi of Dennis Woliver Kelley.
The District also stated that it is reviewing the issues raised through its established administrative processes. While the District did not publicly disclose details involving personnel matters, student matters, internal review, investigation, or administrative processes, it stated that such information may be confidential, privileged, or otherwise protected from disclosure by law.
Importantly, the District confirmed that it has taken steps to preserve records and materials within its possession, custody, or control that may be relevant to the matters raised in our communications.
The District also responded to our question about student and family support by stating that it remains committed to student safety and wellbeing and addresses student concerns in accordance with applicable law, District policies, and established procedures. However, the District also stated that it does not disclose confidential pupil records, student services information, or communications involving individual students.
The District did not provide a definitive timeline for any further response. Instead, it stated that any additional communication would be provided as circumstances warrant and consistent with applicable legal obligations.
Rather than continuing only through written exchanges, the District has invited representatives of the Freedmen Reparations Fund Trust and the American Freedmen Legal Fund to participate in a virtual or telephonic meet-and-confer within the next two weeks. According to the District, the purpose of the meeting would be to better understand the concerns, objectives, and requested actions raised in our correspondence and report.
FRFT and AFLF view this as a meaningful step in the documentation process.
A formal written response has now been received.
Legal counsel has been identified.
Record preservation has been confirmed.
The District has acknowledged that it is reviewing the issues through administrative processes.
A meet-and-confer has been requested.
At the same time, several questions remain unresolved. The District has not publicly disclosed the full scope of review, the details of any internal or administrative findings, the timeline for completion, or what corrective or accountability measures may follow. FRFT and AFLF understand that some information may be legally protected, but public trust still requires clear communication, documented process, and meaningful follow-up.
Our concern remains centered on student safety, public accountability, transparent administrative review, preservation of evidence, and ensuring that school-based law enforcement encounters involving students are handled with seriousness and care.
FRFT and AFLF will respond to the District’s request for a meet-and-confer and will continue documenting each step of this process. We will continue to press for lawful transparency, accountability, and protection for students while maintaining a clear written record of all communications.
This matter is not closed.
It has now moved into the next phase: direct meet-and-confer discussions with the District and its legal representatives.
