FRFT Status Verification Framework Entered Into the Official New York Reparations Record

The Freedmen Reparations Fund Trust has reached an important institutional milestone in the national reparations discussion.

FRFT’s written testimony and report package regarding Status Verification, harm-class protection, and Descendants of American Slaves has been officially received and added to the record of the New York State Community Commission on Reparations Remedies.

This matters.

New York’s reparations process is one of the most visible state-level reparations efforts in the country. The Commission is responsible for studying the history and continuing effects of slavery, discrimination, and related harms in New York, and for developing recommendations for state leadership. FRFT submitted a formal memorandum and report package to ensure that the reparations conversation does not become too broad, too political, or detached from the specific historic harm class connected to American slavery.

FRFT’s submission centered on one clear institutional position:

Reparations must be tied to a documented status-based framework that protects Descendants of American Slaves and Verified Freedmen from delay, dilution, misclassification, and political evasion.

After submission, FRFT received written confirmation from the Commission that the testimony was received and added to the Commission’s official record as part of its ongoing work.

This confirmation does not mean the Commission has adopted FRFT’s framework. It does not mean New York has endorsed FRFT. What it does mean is that FRFT’s status-based framework is now formally before the Commission and preserved in the official record.

That is a serious step.

Why Status Verification Matters

For too long, reparations conversations have been weakened by broad categories, vague eligibility language, and political framing that fails to identify the actual people harmed by American slavery and its continuing consequences. FRFT’s position is that reparations policy must begin with proper identification of the historic harm class.

Status Verification matters because documentation matters.

A reparations framework without clear status protection can be delayed, diluted, or redirected. A framework centered on Descendants of American Slaves creates a stronger foundation for testimony, eligibility, public accountability, and remedy development.

FRFT’s submission urged New York to consider:

• A status-based harm-class protection framework;

• Record preservation for Descendants of American Slaves and Verified Freedmen;

• Protection against broad political dilution;

• Clear documentation standards;

• Public accountability during delays in the reparations study process;

• Recognition that the specific successors of American slavery must remain centered in reparations policy.

FRFT, AFLF, and Freedmen Nation will continue pressing for an accountable, record-based reparations process rooted in truth, documentation, and status protection.

This is not just about New York.

This is about setting a national standard.

When government bodies study reparations, the specific historic population connected to American slavery must not be erased inside generalized language. FRFT’s work is to preserve that record, protect that status, and make sure Descendants of American Slaves remain centered in the process.

The record now reflects that FRFT appeared, submitted, documented, and preserved its position.
