Freedmen Trust Declares Jurisdiction in Tulsa


The Freedmen Reparations Fund Trust has officially sent a declaration to the City of Tulsa regarding their newly launched Greenwood Trust. This new city-led trust aims to raise $105 million to help descendants of the Tulsa Race Massacre — but it does so without recognizing the national framework already in place to protect Freedmen identity and reparations governance.

What We Sent


Our Trust issued a formal document titled:


“Declaration of National Jurisdiction Over Freedmen-Based Reparative Frameworks”


This declaration makes it clear:


Only the Freedmen Trust has the authority to verify Freedmen identity and oversee programs based on repair for U.S. slavery and racialized harm.

Why It Matters


The Greenwood Trust is being built on the legacy of racial violence that stems directly from the aftermath of U.S. slavery. This is not just a local issue — it is part of a national harm that belongs under Freedmen jurisdiction.


We are not asking the City of Tulsa to stop.

We are asking them to respect the legal structure already in place.

What’s Next?


We will continue monitoring the Greenwood Trust and other local efforts to ensure they:


  • Do not misuse Freedmen history

  • Do not bypass verification

  • Do not redefine reparations for others to benefit
